London, UK – March 5, 2015 - Dame Tessa Jowell MP of Dulwich and West Norwood has been shortlisted from over 100 candidates this year for the 3rd Annual Grassroot Diplomat Initiative Award. The award recognises outstanding politicians and diplomats who are representing civilian interests at the highest level in areas of policy, social and business overall. Dame Tessa Jowell has been nominated for her work on the Sure Start Programme. 

Founded in 1998, the Sure Start Programme was created with the aim of giving children the best possible start in life through improvement of childcare, early education, health and family support, with an emphasis on outreach and community development. It was conceived as a nurture programme that focused on reinforcing the intimacy of the early relationship between mothers and their tiny babies and was based on the growing body of evidence of the importance of the first three years in a child’s life and particularly in the importance of bonding between mother and baby in the first year.   

The Sure Start Programme was one of the previous Labour government’s most celebrated initiatives with its programmes spread over 3,500 children’s centres in England alone by 2011. The programme was later rolled out to local councils providing story sessions and other educational activities in local libraries and public institutions, reaching out to a mix of families of different social backgrounds. Some Sure Start Local Programmes became registered charities delivering a wide range of service to children beyond the age of five. The programme is credited with improving the life chances of children in deprived communities.

The award seeks to create a culture of positive role models within our governments which encourages others in power to follow suit.”  

Building on the success of Sure Start, Dame Tessa has more recently led a cross-party global campaign to ensure an integrated approach to services and support in a child’s earliest years is at the heart of the United Nations’ global post-2015 development framework.
